Allegheny County Pit Bull Owner Faces PA Dog Law Charges

A March 17, 2012 report on wpxi.com detailed the facts surrounding a March 16 pit bull attack in Allegheny County which will result in charges being filed against a Crafton Heights PA pit bull owner. Numerous children were playing at a public park when a pit bull attacked a young boy.

A security guard and police officer arrived to save the boy only to become victims themselves as the pit bull bit each of them. The officer fired several shots before the pit bull died. The Allegheny County PA dog bite victim was taken to Children’s Hospital in Pittsburgh to receive medical care. Greene County Pit Bull Owner Cited for Harboring a Dangerous Dog

A March 16, 2012 article on observer-reporter.com detailed the PA Dog Law violation charged to a Greene County pit bull owner. The Crucible PA dog owner was charged with harboring a dangerous dog by the Greene County Dog Warden. On March 3, 2012, a Crucible family came home to find their 5 year old Pomeranian being killed by their neighbor’s pit bull.

The Greene County pit bull had allegedly bitten its owner several months earlier after it had been running loose in the area and attacked another dog. Others claim that the pit bull is always roaming free and unrestrained in the Greene County neighborhood. The upcoming hearing will be held before Greene County District Judge Lee Watson.

Lawrence County Pit Bull Owner Found Guilty

A March 15, 2012 article from The New Castle News reported that a New Castle PA dog owner was required to forfeit her 3 pit bulls, pay $8,136.00 in restitution and placed under probation for 1 year. She plead guilty to one count of dog attack causing serious injury or death after a Lawrence County PA dog attack.

The article described the pit bull owner as instructing her sons to take the dogs out. They were unrestrained and immediately attacked a 91 year old neighbor. The New Castle pit bull attack victim was severely injured and received extensive medical care at Presbyterian Hospital in Pittsburgh. The 3 pit bulls have been maintained by the Lawrence County Humane Society since the attack.

Scranton PA Pit Bull Attack on Elderly Woman

On March 9, 2012, a 79 year old woman was a pedestrian on the 400 block of Colfax Avenue in Scranton when she was viciously attacked by a pit bull. An article on republicanherald.com described the pit bull as biting her arm and knocking her to the ground. Police Officers who responded to the scene of the PA dog attack were charged at by the pit bull. Two officers shot the pit bull but despite being hit twice, it escaped into its owner’s home.

The Lackawanna County dog bite victim was taken to Geisinger Community Medical Center. She sustained a fractured left shin and severe puncture wounds to her forearm. PA Dog Law charges are expected to be filed against the Scranton pit bull owner – presumably harboring a dangerous dog and failure to confine.

Lancaster County Pit Bull Attacks Young Boy

On March 8, 2012, a young child from Ephrata PA was attacked by a neighbor’s pit bull as he was playing in his own backyard. The young boy instinctively put up his left arm to protect his face when the vicious pit bull bit it causing multiple bite/lacerations.

The Lancaster County dog bite victim was taken to a local hospital for medical treatment. The dog bite wounds were cleaned, x-rays were taken and he was given medications to reduce the risk of infection. The dog warden ordered that the pit bull be quarantined for 10 days as per the PA Dog Law.

Since the pit bull was running loose off its owner’s property, it appears that the owner will be charged with failure to confine in violation of the PA Dog Law. It is alleged that the pit bull has displayed prior vicious propensities in that it attacked a relative of the dog owner before this latest attack.

Animal Cruelty Charge for Northampton County PA Dog Owner

On March 6, 2012, a Northampton County dog owner was charged with cruelty to animals. As described in The Morning Call, the 18 year old Bangor Pa resident allegedly dragged his puppy behind a pick-up truck in Bangor on Feb. 10th. The dog is an Akita and Labrador mix.

Students at Pius X High School were being dismissed when they saw a truck being driven on Third Avenue with a dog trailing behind on a leash. Bangor police investigated and ultimately were able to identify the Lehigh Valley dog owner who claimed that the dog’s leash accidentally became entangled on the truck’s hitch.

Pennsylvania Dog Law Enforcement Funds Dwindling

A Feb. 28, 2012 article from The Reading Eagle highlighted the drop in funding for enforcement of the PA Dog Law throughout the Commonwealth. It estimated that it costs the Pennsylvania Agriculture Department $8,000,000.00 per year to enforce the PA Dog Law. In 2009, four million dollars was taken from the fund to balance the State’s budget. As of December 2011, the fund’s balance was approximately $2 million dollars.

The PA Dog Law Restricted Account normally takes in about $6 million dollars in licensing fees and fines from enforcement of the PA Dog Law. Less funds available to enforce the PA Dog Law will result in an additional loss of fee & fine revenues. Animal rights activists fear that the lack of funding will reduce investigations of breeding operations and kennels and encourage the rebirth of puppy mills previously shut down.

Georgia Bill Would Make 2nd Dog Attack a Felony

On Feb. 23, 2012, the Georgia House Judiciary Non-Civil Committee passed a bill that would set jail time from 1 to 3 years and a fine of up to $20,000.00 for any Georgia dog owner whose dog was involved in 2 or more unprovoked dog attacks on humans. According to chronicle.augusta.com, this bill is designed to curtail the numerous dog bite attacks that are taking place throughout the state.

A first unprovoked attack and court conviction would result in the dog being designated a “vicious dog” and require adherence to strict confinement regulations. The lawmakers believe that dog owners would have their vicious dogs put down rather than risk a second attack with the accompanying criminal penalties. Georgia joins a growing list of states, cities and counties that are cracking down on aggressive, vicious dogs and their owners.
