On June 15, 2011, Governor Tom Corbett re-assigned the Special Deputy Secretary of the Bureau of Dog Law Enforcement to a new position with the Office of Chief Counsel. Pennsylvania’s Governor restructured this governmental agency. He appointed Lynn Diehl from Harrisburg to the new position of Executive Director of the Dog Law Enforcement Office.

Some members of Pennsylvania’s Dog Law Advisory Board expressed concern that this will signal a retreat from recent legislation designed to reduce puppy mills in the state. On July 1, 2011 new rules are to become law which will set standards for temperature, ammonia and ventilation levels in kennels.
