On December 21, 2012, the PA Department of Agriculture informed Attorney Thomas J. Newell that they agreed with his legal assessment and would move forward with additional PA Dog Law citations versus a Dauphin County dog owner.  His unrestrained dogs had attacked a Fed Ex employee in Millersburg PA on Nov. 21, 2012.  The boxers ran down the driveway and initiated an unprovoked attack on the Etters PA resident.
